Roles and Responsibilities of the Superintendent


School Board/Administrative Responsibilities


Responsible for administration and management of the District schools in accordance with School Board policies and directives, and State and federal laws; attends and participates in all meetings of the Board and its committees, advises the Board on need for new or revised policies, sees that all policies of the Board are implemented, and prepares and submits to the Board recommendations relative to all matters requiring Board action.


District Management


Serves as chief school executive and is responsible for supervision and oversight in all areas related to educational programs, instructional supervision, facilities, transportation, laws, regulations, and policies. 


Fiscal Management


Responsible for financial planning of the District, preparation and administration of the annual budget.  Also responsible for directing the purchase of books, materials, and supplies.  Recommends to the Board sales of all property no longer required by the Board, and supervises execution of such sales.


Building and Facilities Management


Makes recommendations for new facilities, additions to existing sites, and improvements, alterations, and changes in the buildings and equipment of the District.  In additon, the superintendent assumes risk care management to comply with health/life safety laws and to assure the District's buildings and grounds are supervised and safe for visitors, employees and students.


Communications and Public Relations


Represents the schools before the public and maintains a publicity program to keep the public informed of the schools' activities, needs and achievements.


Educational Programs/Student Services


Recommends to the board for its adoption all courses of study, curriculum guides, and major changes in texts and time schedules to be used in schools.  Studies and revises, together with staff, all curricular guides and courses of study, on a continuing basis.


Staff/Personnel Management


Delegates at own discretion to other employees of the Board the exercise of any powers or the discharge of any duties, however, the superintendent maintains responsibility for all district operations; makes employment recommendations, assigns and transfers employees as the interest of the District may dictate, and reports such action to the Board for information and record; approves vacation schedules, suspends any employee for just cause, recommends final action to the Board for promotion, salary changes, demotion, or dismissal of any employee; and reports to the Board the case of any employee whose service is unsatisfactory, and recommends appropriate action.


Transportation Director


Makes recommendations to the Board concerning transportation of pupils in accordance with the law and requirements of safety.


Professional Development/Other


Attends such conventions and conferences as are necessary to keep abreast of latest educational trends.
